Also in Florida I saw bums with windex and paper towels and they clean your windshield and expect a tip,have you seen that?I used to take the same off ramp on the way home for 5 years about 16-20 years ago. At the top of the ramp, where the cars stopped for the light, I would often see a woman limping along the line of cars asking for money.
At first I felt sorry for her, but then I did the math. On average, every other time I went through the same intersection, someone would give her a dollar, sometimes more. The light would turn red every 2 minutes, so I estimated that she was getting about $15 per hour, tax free, which for early 1990s wasn't too bad. That's why she was there only when the weather was nice, never in the rain, or snow, or when it was too cold.
And here's the funny part, some days she had the limp on her left leg, some days on the right.
Do not give these persons money. Many standing around collect more than you earn, tax free. There are government and church agencies whose mission it is to help those in need, many of those with their signs either have no need or won't cooperate with the requirements, such as don't spend it on booze.

If they have that much time to spend at the curb, then they have enough time to find legitimate work.

Yup, Ive seen them, And no I dont stop, It is illegal for people to be walking on the highway in the first place, And illegal to stop on one unless for an accident or slow moving traffic etc.
Save your money and don't give to these people. Most of them make more than you do.
